The odds are still against it. The Republican house is framing this as a regulation (which it isn't. It's the opposite. It's a keep-your-greedy-mitts-away-from-our-internet move), so most of their members will vote no. The president doesn't understand it. He'll do whatever Fox News tells him to do.
But still...this was a good first symbolic step. The Democrats will be running on this in the fall.
